EMERGENCY COMMUNICATIONS OFFICER I
at Town of Cary, NC
Performs responsible technical work to dispatch police, fire, rescue, and other emergency and non-emergency personnel on an assigned shift.
Please note that Emergency Communications Officers are considered critical personnel (Positions identified by each Department Director as critical to service delivery). In the event of adverse weather conditions or emergency situations, Emergency Communications Officers are required to work outside of their normally scheduled hours and/or past the end of their scheduled shift as needed.
Work includes extensive public contact in dealing with incoming and outgoing calls.
The work of the emergency communications officers is essentially the same; being distinguished primarily by experience and training. Senior Emergency Communications Officers may serve as a field trainer and may have lead worker responsibilities, as does the Emergency Communications Officer II, for providing guidance to newer employees.
Work is performed under the regular supervision of an Emergency Communications Shift Supervisor.
- Typical Tasks
- Note: The typical tasks listed below are performed by all levels of emergency communications officers.
Answers emergency and routine telephone calls; determines appropriate service to respond; provides life- saving medical instructions to callers over the phone; enters caller information into Computer Aided Dispatch (CAD) and makes decision to accept or reject recommendation; provides logistic support for public safety field activities as necessary;
Operates state-of-the-art radio console, telephone, CAD systems and other computer programs and applications;
Dispatches appropriate agency and monitors progress of the call; records times and other information regarding the call;
Responds to requests from general public for information concerning full range of available public services; routes calls to appropriate department or division; assumes responsibility for Town Hall telephone information lines after hours and during holidays;
Maintains dissemination log for criminal histories as well as other logs for missing or wanted persons, stolen vehicles, stolen articles, etc;
Operates terminals for DCI (Division of Criminal Information), RMS, SIMS, and CAD; enters and extracts data needed for investigatory purposes by police or others authorized to receive such data;
Monitors security cameras, traffic cameras, alarms, Digital Tape Logging systems, and incoming and outgoing radio traffic;
Monitors status of Public Works and Utilities operations such as out-of-service hydrants, street closings, or other information and announces to affected departments and external agencies as needed;
Records 911 database and CAD corrections and new street names in appropriate files;
Contacts other services or businesses for field units such as Duke Power, Public Service Gas Company, etc;
Maintains and updates Special Needs Assistance Program and hazard files;
Maintains appearance of the communications center by performing light maintenance work and equipment cleaning; performs preventive maintenance on radio equipment;
Participates on assigned work teams and completes special assignments assigned by direct Supervisors;
Maintains roster of off-duty personnel;
Requires ability to perform standby status on a rotating basis for a designated period of seven consecutive days where employee is expected to be readily available for contact by phone, during all non-work hours, per the Town's Standard Procedure 47 Standby Compensation for Employees.
Performs other job-related tasks as required.
- Knowledge, Skills and Abilities
- Thorough knowledge of internal procedures for documenting and responding to all requests for assistance; thorough knowledge of geographical and topographical features of the Town and surrounding area; thorough knowledge of the Town's infrastructures to include all transportation routes, buildings, and residential areas; general knowledge of standard telecommunications equipment used in law enforcement or public safety settings; general knowledge of public safety policies and procedures for responding to emergencies; ability to operate technical, computerized equipment; ability to communicate precisely with high degree of accuracy and clarity; ability to deal with the public courteously but firmly under stressful conditions; ability to exercise good judgment, calmness, and emotional maturity under stressful conditions; ability to recognize potentially dangerous or hazardous situations based on verbal descriptions.
- Minimum and Preferred Qualifications

Any combination of education and experience equivalent to graduation from high school and a minimum of one year experience in public safety work. Preference will be given to candidates with public safety experience and/or DCI, EMD and NC Basic Telecommunications Certifications.
